 Manipur’s Intensified Crackdown on Insurgents: 99 Arrested in Anti-Extortion

Since January 17, 2025, security forces in Manipur have launched an intensified crackdown on insurgents involved in extortion activities, leading to the arrest of 99 individuals so far. This operation is part of an ongoing effort to curb extortion-related violence in the region, particularly in the Imphal Valley. The security operation has continued aggressively into February, resulting in 78 arrests so far this month. According to officials, the highest number of these arrests has been made in Imphal West and Imphal East districts, reflecting the concentrated insurgent activity in these areas. A senior security official, commenting on the surge in arrests, stated: “It is proportional to the number of complaints being received. The population is much higher in the valley.” This suggests that the increased law enforcement activities are a direct response to growing public grievances regarding extortion by insurgent groups.

Manipur has long been troubled by insurgent activities, with various militant groups engaging in extortion, particularly targeting businesses, transporters, and government officials. These unlawful practices have severely impacted economic stability and security in the state. In response, the government has stepped up enforcement measures, deploying additional security personnel and strengthening intelligence networks.

The concentration of arrests in Imphal West and Imphal East districts underscores the severity of the extortion problem in these areas. These districts, being major commercial and administrative hubs, have witnessed an increase in complaints from businesses and residents affected by extortion demands from insurgent groups. Law enforcement agencies are focusing their efforts on these areas to dismantle insurgent networks and restore order. The government has reiterated its commitment to tackling insurgency and extortion 

through a multi-faceted approach that includes:

  • Strengthening security operations in insurgency-affected areas.
  • Encouraging public participation in reporting extortion threats.
  • Enhancing coordination between state and central security forces.
  • Implementing rehabilitation programs for individuals willing to surrender and reintegrate into society.

Authorities are urging the public to report any instances of extortion and provide information that can assist in dismantling insurgent groups. The police have assured that all reports will be handled with strict confidentiality to protect complainants from potential retaliation.
